《秦伟平：西藏白皮书背后的西藏问题》
4月15日，中共政府发表了《西藏发展道路的历史选择》白皮书，介绍所谓西藏发展的巨大成就，并继续坚持批判达赖喇嘛中间道路暗藏分裂野心的陈词滥调。在海内外各界观望第十四世达赖喇嘛可能会回五台山朝圣的舆情下，这篇白皮书可谓是当头一棒。如果之前中共方面有私下派人与达赖喇嘛接触商谈，那白皮书算是中共政府的正面回应，擅长统战工作的中共此举激起流亡藏人强烈反对声浪。
关于西藏问题，长期以来，中共政府和流亡在印度达兰萨拉的藏人行政中央各说各话，基本没有任何共同语言。中共政府根本不承认西藏流亡政府，包括在国际舆论压力之下举行谈判的对象都是尊者达赖喇嘛，中共政府深知，尊者达赖喇嘛在境内外藏人心目中无可替代的影响力，同时也深知，对内军警高压统治，对外和谐盛世假象，这种模式难以持久，西藏统治实际上一直遭遇种种危机与挑战，中共迫切需要真正解决西藏的长治久安问题，而这篇白皮书也是写给不明真相的数亿国内百姓及国际社会看的，以此彰显伟光正，彰显道路自信，理论自信及制度自信。
有人说，历史是一个任人打扮的小姑娘，海外藏人认为西藏曾经是一个独立国家，中共认为西藏自古就是中国的一部分疆土，但现实是，西藏土地和人民确实在中共统治之下，流亡的达赖喇嘛尊者及其近二十万追随者寄居印度并散落世界各地，对于中共强力统治只有口头抗议却毫无反击之力，就好像早年流亡台湾的蒋中正国民党政权还希望反攻大陆，收复中华民国故土，现在却是国民党党魁北上与中共握手言欢。历史任人书写，现实总是残酷无情。高度中央集权的中共政府更是携强大经济利益诱惑让无数自由世界国家竞相折腰，现阶段与其追求西藏复国独立，还不如切实保护西藏独特文化传统，人类文明发展，版图分分合合，保存藏文化及藏文明显得尤为重要。
笔者以为，尊者达赖喇嘛是一位有杰出才能和极具远见的智者，他提出的中间道路是一条务实可行的政治路线，中间道路蕴含的政治智慧可能还需要十年乃至数十年才能让普罗大众真正了解到，你死我活的斗争策略早已落后于现代文明，有没有独立的权力和有没有独立的能力，是完全不同的两个问题，相信尊者达赖喇嘛和很多流亡藏人都看得很透彻。相对于尊者达赖喇嘛从未停止释放的善意，中共政府用这篇白皮书回应，实在是自信过头，过于自负。
中共政府总是不竭余力的批判西藏政教合一的农奴制度，但却无视流亡藏人社区的民主政治改革；中共政府总是炫耀西藏的经济交通社会发展，但却无视数百人藏人自焚的悲剧。一个真正强大的国家，不光要有靓丽外表的高楼耸立，更要有看不见的排水通畅的良心下水道，国民不光要有富足的物质生活，更要有道德和爱心，可以享受到公平与自由。
西藏是中国的一面镜子，一个缩影。如何实现包括西藏在内的中国长治久安，如何解决包括西藏问题在内的诸多中国问题，开放党禁，开放报禁，司法独立，言论自由都是人类现代文明无法绕过的必经之路，建立一个真正实现宪政民主制度的明日中国更符合包括中共在内的所有人的长远共同利益，这一历史进程是由中共来主导，或是由包括藏人在内的数亿公民共同推动，历史会给出答案。
